Competing Baidoa conferences highlight pitfalls of federalism process

Tensions continue to rise among various stakeholders in Baidoa over the formation of a new federal state, bringing into question once more Somalia's ability to implement federalism.

On March 3rd, Madobe Nunow Mohamed was elected president of a new regional administration called South-western State comprising Bay, Bakol, Lower Shabelle, Gedo, Lower Jubba and Middle Jubba regions. However, three of those regions -- Gedo, Middle Jubba and Lower Jubba -- had previously united to form the Interim Jubba Administration (IJA) in 2013.

A meeting with participation from intellectuals, politicians, spiritual leaders and other community was held today in Baidoa, the provincial capital city of Bay region where they supported the government’s decision on creation of the South-Western state.

Furthermore, the participants urged the citizens in the South-Western state of Somalia to support the state formation on the 3 regions of Bay, Bakool & Lower Shabelle.

Political fallout between Puntland and Galmudug

Tension between the Puntland state and Mudug region increased significantly after a political fallout.

This disagreement became officially known after armed gunmen in Galmudug’s southern Galkacyo assailed to kill and injure people from the west of Galkacyo in Puntland.

These gunmen have killed up to 2 people and injured at least another 2 according to a statement to the media by an official named Abdi Kafi who accused the perpetrators of Galmudug.

A huge occasion to handover the official title of the ‘Governor of Banaadir & Mayor of Mogadishu’ was held today in Mogadishu with various speeches from the ex-Governor of Banaadir, Mahamud Ahmed Nuur Tarsan, the new Governor of Banaadir and the Minister of Interior of the Somali government.

First to speak was Mahamud Ahmed Nuur Tarsan, the ex-Governor of Banaadir & Mayor of Mogadishu who gave a recount of all the projects and schemes he had implemented during his time as mayor and described that the instilled new changes in the districts of Banaadir.

MP’s welcome govt. decision over conferences in Baidoa

Members of the Somali Parliament of the Federal government of Somalia have welcomed the official decision made by the government on the various rival conferences going on in Baidoa, one of them that have already been concluded.

Mr Macalin Jiis, one of the MP’s commented to Radio Shabelle in Mogadishu that the government is supporting the right path for federalism which in this case is the formation of the 3 region statebeing created in Baidoa.

The Somali government expressed concerns over the political situation in Baidoa, where two groups are competing to form a regional administration, with one party electing a new president Monday (March 3rd) for a new regional administration called Southwestern State of Somalia.

Two parallel conferences, with one advocating a regional state comprising three regions -- Bay, Bakol and Lower Shabelle -- and the other backing a region state comprising six regions -- Bay, Bakol, Lower Shabelle, Gedo, Lower Jubba and Middle Jubba -- have been meeting in Baidoa this week.

The Minister of Interior of the Somali Federal government, Mr Abdullahi Godax Barre spoke to Radio VOA and warned of the disruptions and problems in Baidoa.

The Minister’s speech came yesterday there was a conference in Baidoa (among a series of other gatherings) where Madoobe Nuunow Mohamed was elected to serve as president of the  new South-Western 6 region state.

The conference participants have for the first time announced their delight of the new committee members.

The conference leader described that the committee will soon impose regulations restricting anyone from entering the elections for the South Western state

House of Hawiye appreciative of the new Banaadir governor

The House of Hawiye have pledged their support for the announcing of the new Governor of Banaadir & Mayor of Mogadishu as Hassan Mohamed Hussein Muungaab, and asked of him to take dire and immediate action to the ensure safety in the capital city Mogadishu.

The Speaker of the House of Hawiye, Nuur Bocor Jeelle, spoke to Radio Shabelle in Mogadishu and mentioned their appreciation of the new Governor of Banaadir as Muungaab.

More than 10 government representatives including Ministers, Deputy Ministers and MP’s reached Baidoa yesterday, the provincial capital city of Bay where they will officially meet different politicians also taking part in the state formation conference.

Members of the Somali Parliament in Baidoa spoke over the phone to Radio Shabelle in Mogadishu and mentioned that they met with the locals and politicians in Baidoa and have their full appreciation and support to create a regional administration for the South-Western state of Somalia.

Almost 10 Ministers have today reached Baidoa, the provincial capital city of Bay where a conference on creating a 3-region administration is expected to take place very soon.

These Ministers when they arrived in Baidoa where greeted by the participants of the conference and gave speeches announcing their delight for being part of the meeting.

Our reported Ahmed Abdi Hassan who is in Baidoa is reporting that the Baidoa conference is almost finished with government officials making the final decision on who will lead the new 3-region state.

The decreed from the President of the Federal Republic of Somalia announcing the new Governor of Banaadir region and Mayor of Mogadishu as General Mungaab, different members of the community in Mogadishu have welcomed the new declaration.

The locals who spoke on the microphone mentioned that they view Muungaab as an individual with vision to combat the problems Mogadishu is facing and prayed that God will be by his side.

The citizens of Mogadishu have said they are 100% satisfied to welcome the new mayor and conveyed that they will work with Governor Muungaab.

Minister of Energy & Water, Jaama Mohamed Ahmed (Jama Oday) who is one of the 17 committee members assigned to evaluate the community and fight the corruption, mentioned that they had their first meeting today at Shangaani district in Mogadishu.

The committee with 17 members including Ministers, MP’s, chiefs and district commissioners came together at the compound of the Shangaani district administration and discussed on how to make it easier to cooperate on the safety of the city.
