Abu Dhabi: His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, said military service instils loyalty and belonging in the country’s youth and cultivates a spirit of order, discipline and sacrifice to enable them to serve their country in the best possible way.

Shaikh Mohammad praised the directives of President His Highness Shaikh Khalifa Bin Zayed Al Nahyan that stress that UAE citizens should consider defending the country and maintaining its independence and sovereignty, while taking part in its development, as a sacred duty. Citizens should, however, do this in a manner that preserves the gains of the homeland and its integrity.

During the cabinet meeting, which he chaired at the presidential palace in Abu Dhabi on Sunday, Shaikh Mohammad issued a law on national and reserve service that will be reviewed by the Federal National Council for discussion, in line with Shaikh Khalifa’s directives.

The decision comes in line with the leadership’s recognition of the importance of citizens’ participation in defending the country and the community’s need for such a law.

Shaikh Mohammad added: “I would like to tell my sons, the youth of the country, that you have a big responsibility to shoulder in preserving and defending what we have achieved. You are the defenders and leaders of the country’s present and future, and we back and support you.”

Under the law, the national service will be mandatory for every male citizen, while women may voluntarily undertake the service.

Recruits who have completed high school must be between 18 and 30 years old.

The national service will be for two years for those with less than a high school diploma, and nine months for those who have a high school diploma and higher degrees.

The national service training includes periods of military and security exercises for recruits in one of the armed forces units. Every citizen that is over 18 years of age or has completed high school and is not over 30 year old when the law goes into effect will have to come forward to be recruited in accordance with the law.

The law states that citizens working in the federal government, local and private sectors who meet the law’s provisions will enrol in the national service. For recruits who are appointed in federal departments, local department, and the private sector, their national service will be counted as service in these departments and sectors.

The time spent in the national service will also be taken into consideration when getting promotions and bonuses at their work place. It will be included in the recruit’s employment for payments, pensions, and other benefits.

Egypt also has a mandatory military service programme for men between the ages of 18 and 30. Conscription is generally postponed for those studying, as long as they apply before they turn 28. By the age of 30, a man is considered unfit to join the army and will have to pay a fine. Men with no brothers, or those supporting parents are exempt from the service.
