Although neither the House of Representatives (HoR) in Tobruk nor the General National Congress (GNC) in Tripoli has so far endorsed the proposed national unity government headed by Faiez Seraj, he had talks today in Cairo with the European Union’s foreign policy chief, Federica Mogherini, on what his proposed administration would do and the help that the EU could provide.

Serraj has kept a low profile since being named by UN Special Envoy Bernardino Leon as the man chosen by the Libya Dialogue negotiators to lead the country until a new constitution is agreed and put in place. He has said nothing about who he wants in government alongside him or what his priorities would be.

However, in today’s talks, their first since he was selected,  Serraj and Mogherini discussed possible support from the EU, which an EU statement said the latter would activate “to enable the new government to become operational” as soon as there was agreement on the government.  Nonetheless, there was no explanation of what that support would consist of.

According to the statement, Saraj and Mogherini also expressed concerns about what would happen to Libya, the Libyan people and the wider region if no agreement were reached in the new few days. Both agreed there could be dramatic consequences” were that to happen. Both also agreed “to keep in close touch in the days ahead”.
