Candidates wishing to stand in Egypt's parliamentary ‎polls will be able to begin registering on Tuesday after passing medical tests that will cost them EGP 2850 ($365) each.

In a press conference on Sunday, Ayman Abbas, head of the ‎Higher Elections Committee (HEC) in charge of ‎supervising the polls, announced that candidates ‎seeking to stand in the coming parliamentary elections ‎can register between 1 and 12 September.‎

‎"Registration will begin at 9am and end at 5pm, except ‎on 12 September, when the window to register will close ‎at 2pm," said Abbas. ‎

The first phase of Egypt’s parliamentary elections will start on 17-18 October for Egyptians abroad and 18-19 October for voters inside Egypt, the Higher Electoral Commission (HEC) announced in a press conference late Sunday.   

 

Judge Ayman Abbas, head of HEC, added that the second phase of the elections would start on 21-22 November for Egyptians abroad and 22-23 November for Egyptians in Egypt.

Window for applying to cover parliamentary elections to open on Saturday

Media outlets and civil society organisations wishing to apply for coverage of the coming parliamentary elections may do so starting next Saturday, the Supreme Elections Commission (SEC) announced on Thursday.

The floor for application will be open until August 20, the SEC said in a statement.

Accepted media outlets and civil society organisations will be registered from August 21 to 25 and will receive their permits from August 26 to 30, the committee said. Permits issued before the elections were postponed in March would remain effective.

El-Sisi repeals law imposing deadlines on constitutional court rulings on parliament

A law requiring Egypt's Supreme Constitutional Court (SCC) to rule on the constitutionality of parliamentary election laws within a maximum of five days after hearing a case was overturned by president Abdel-Fattah El-Sisi on Tuesday. 

 

This repeal means that no deadline is presently enforced.

El-Sisi has held legislative powers sine his election in 2014 due to absence of parliament.

No cases regarding election laws are currently awaiting an SCC decision.

Egyptian constitution needs time to be effective: Sisi

President Abdel-Fattah El-Sisi has said the constitution is great but more time is needed for its goals to be achieved, state news agency MENA reported.

 

“The Egyptian constitution was very ambitious and great but it needs more time to become effective,” he said in a speech on Tuesday.

There has been debate in society about the constitutionality of several draft laws, as well as current laws, including draft anti-terror legislation.

A nine-member judicial body in charge of ‎supervising Egypt's upcoming parliamentary elections ‎held a meeting Monday to begin preparing for potential ‎polls.

Ayman Abbas, chairman of Cairo's Appeals ‎Court and head of the Higher Election Committee ‎‎(HEC), said the committee will remainin session ‎over the next few days until a timeline for elections is ‎announced.‎

According to HEC's spokesman, Omar Marwan, ‎the meetings come after the electoral ‎constituencies law, necessary for paving the way for ‎the elections, was ratified by president Abdel-Fattah El-Sisi.

Egyptian president Abdel Fattah El-Sisi has ratified amendments to an election law regulating electoral constituencies, paving the way for setting a date for the long-delayed parliamentary poll, according to state news agency MENA.

The vote was set to be held last March before a court ruled part of the electoral districts law regulating the individual seats system was unconstitutional.

Egypt has been without a parliament since June 2012 when a court dissolved the lower chamber after ruling it was not constitutionally elected.

The Egyptian government has acknowledged that it was a mistake to publish a draft law that limits how journalists report terrorist incidents without first consulting the press syndicate, a syndicate official said Thursday.

 

The draft anti-terrorism legislation contains a controversial article which states that anyone who intentionally publishes information on a terrorist operation other than that which is cited in government statements can be sentenced to at least two years in prison.

The journalists syndicate has called for changes to a draft anti-terrorism law which imposes two-year jail sentences on journalists who "report false information on terrorist attacks which contradict official statements."

 

Journalist Khaled El-Balshy told Al-Ahram Arabic news website that the syndicate had called for the cancellation of Article 33 of the draft law during a meeting on Wednesday with Prime Minister Ibrahim Mahlab. 

The syndicate also called for amendments to four other articles of the law, El-Balshy added.

Egypt dissolves 14 Brotherhood-linked NGOs

Social Solidarity Minister Ghada Waly dissolved 14 non-governmental organizations (NGOs) on Tuesday in Minya, Beni Suef and Damietta for being associated with the outlawed Muslim Brotherhood group, the Ahram Arabic news website reported.

 

Twenty-one other NGOs in Qena, Fayoum and Daqahliya will have a new board of directors, so that they do not stop offering their social services.

The decision follows a 2013 court decision to ban the Brotherhood's activities and to seize the assets of Brotherhood-linked organisations, the minister said.

Egypt's Salafist Nour Party launches counter-terrorism awareness campaign

The head of Egypt’s ultra-Conservative Salafist Nour Party said on Monday that his party had launched its "Egypt is stronger than terrorism" campaign in support of the Egyptian state.

 

"We have launched our campaign, through our legitimate political party, as a responsibility towards our country," said Nour Party secretary-general Galal Morra.

The press syndicate has said a new anti-terror law Egypt is set to pass will trample on press freedoms and enable authorities to censor media.

The draft anti-terrorism legislation imposes a minimum two-year sentence as punishment for "reporting false information on terrorist attacks which contradict official statements.”

The law was approved by the cabinet last week after President Abdel Fattah El-Sisi pledged tougher legal measures to combat terrorism after the assassination of the country's top public prosecutor in a Cairo car-bomb attack.

Egypt's highest judicial authority, the Supreme Judicial Council, on Sunday approved a draft anti-terror law that will impose harsher punishments on those convicted of terrorism charges.

The cabinet last week approved the draft legislation which it said would provide "swift and just deterrence" against terrorism and dry up the sources of terrorism funding.

The Egyptian cabinet has approved on Wednesday two new legislations, a law to counter-terrorism and another law to regulate parliamentary elections. 

 

Minister of transitional justice Ibrahim El-Heneidy added that the cabinet implemented a request by the Supreme Constitutional Court to give its judges a longer period to rule on appeals against elections results.

These new laws would go into effect once signed by the president as per Egyptian law.

Informed sources have said that the Egyptian cabinet's weekly meeting, expected on Wednesday, will give priority to discussing laws on terrorism and parliamentary elections.

 

Minister of Transitional Justice and Parliamentary Affairs Ibrahim El-Heneidy told reporters this week that the justice ministry has recently finalised a new law on fighting terrorism.

"It is separate from a recent law on 'terrorist entities', but both complement each other," he said.
