Taliban to attend Paris conference

The Taliban on Tuesday announced they would participate in a conference on Afghanistan’s future to be hosted by France later this month.

A spokesman for the movement said two representatives of the Taliban would participate in the conference, scheduled for Dec. 17 in Paris.

Zabihullah Mujahid said in a statement the gathering was similar to the Kyoto conference in Japan. The Taliban representatives would discuss the situation in Afghanistan and spell out their stance on the issue.

16 Ministries Fail to Spend 50pc of Uplift Funds

Sixteen ministries and 17 government departments failed to spend half of their developmental budgets during the outgoing financial year, the Wolesi Jirga Finance and Budget Commission said on Monday.
Under Article 98 of the constitution, the government has to present to the lower during the last quarter of each financial year the budget for the next year. A precise account of the previous year budget will be presented to the assembly during the next six months.

Senate Rejects Panel Proposed By WJ

Meshrano Jirga -- or upper house of parliament -- on Sunday rejected a proposed panel that would introduce members of election commissions' to the president.

The panel's creation has been suggested in a law on the composition, duties and powers of the Independent Election Commission ('IEC) and Electoral Complaints Commission (ECC). The Wolesi Jirga, lower house, passed the measure last month.
