Et cela pour non seulement permettre aux groupes armés signataires d’intégrer la République mais aussi et surtout permettre à IBK de mettre en place une équipe restreinte d’hommes et de femmes qualifiés, capables de relever les multiples défis auxquels le Mali Kura d’après signature sera confronté.

CMA to Sign Thursday Peace and Reconciliation Agreement

The Coordination of Azawad Movements (CMA) will sign Thursday, in Algiers, the peace and reconciliation agreement in Mali, already signed in March by the Malian governments and groups involved in the platform, said Wednesday a diplomatic source.

This phase represents a "significant step" in the resolution of the Malian crisis, before the official signing scheduled for Friday as part of an international mediation, of which Algeria is the head the mediation team, said the source.

Mali's Tuareg-led rebels have agreed to sign a preliminary peace deal, an accord the government already accepted as a step to ending decades of separatist fighting over the country's north, Algeria's state news agency APS said on Wednesday.

APS said the rebel alliance would sign up to the accord on Thursday in Algiers.

Mali's government in March signed up for the agreement brokered by Algeria and the United Nations, but Tuareg and Arab rebel groups, including the main groups, the MNLA and MAA, had said they needed more time.

Spanish Prime Minister Mariano Rajoy is calling on warring parties in northern Mali to sign a long-awaited peace deal. On a visit to Bamako, he stated that "Spain wants an accord." But last week's skirmishes are raising fears that the Algeria-brokered agreement will collapse.

Hopes that the Malian government and the main armed groups in the north will sign the Algiers Declaration on 15 May, an accord that took months to negotiate, faded with last week's ceasefire violations.

Mali: UN Threatens Sanctions On Mali Fighters

The UN Security Council has demanded an immediate halt to an upsurge in fighting in Mali and has threatened to impose sanctions against those responsible for the violence.

The 15-member council said on Friday that renewed fighting this week "threatens to undermine the peace process" and "demanded that the hostilities cease immediately".

A peace deal is due to be signed in the Malian capital, Bamako, on May 15.

Amid an upsurge in violence in Mali, the top United Nations official there today warned parties about the serious consequences their actions could have on the country's peace process.

"I urge the parties to immediately cease hostilities and to return to their positions. This resurgence of tensions imperils everybody's efforts to restore lasting peace in Mali," said Mongi Hamdi, the Secretary-General's Special Representative and head of the UN Stabilization Mission in Mali (MINUSMA).

Pro-government armed groups in Mali seized the northern town of Menaka from Tuareg separatists on Monday during fierce fighting, a spokesman for the group and a resident said.

The clashes come after months of relative calm and risk derailing a fragile United Nations peace process that aims to settle the future of Mali's desert north, known by separatists as Azawad.

Secretary-General Ban Ki-moon has voiced deep concern over a series of attacks targeting the United Nations Stabilization Mission in Mali (MINUSMA) which have resulted in numerous casualties, a statement issued by a UN spokesperson said today.

According to the UN, seven peacekeepers were wounded on 23 April in Mali's north-eastern Kidal region when a MINUSMA vehicle struck an explosive device. The incident was preceded by two separate attacks - on 17 and 20 April - involving unidentified armed men killing the drivers of MINUSMA-contracted trucks outside the city of Gao.

The head of the UN Mission in Mali (Minusma) said he "hopes" the dominant Tuareg rebellion in northern Mali sign the Algiers peace agreement before the deadline of 15 May, according to a statement published by the Minusma on Thursday.

Head of Minusma Mongi Hamdi on Wednesday met Malian President Ibrahim Boubacar Keita and expressed his "full support" for "efforts" for a peace agreement.

Mali Suicide Attack: At Least Three Killed and Nine Injured, U.N. Says

At least three civilians were killed and nine United Nations peacekeepers seriously injured in a suicide attack on Wednesday at a U.N. base in town of Ansongo in northern Mali, a spokesman for the peacekeeping mission said.

"A vehicle tried to penetrate the camp and there was an explosion," Olivier Salgado told Reuters by telephone from the capital Bamako. He said the casualty figure was provisional as the wounded were still being evacuated.

Comme annoncé la semaine dernière, le report des élections municipales et régionales a été décidé hier par le ministre de l’Administration territoriale et de la Décentralisation à l’issue d’une concertation avec les représentants des partis politiques.  Abdoulaye Idrissa Maiga a aussi annoncé que lesdits scrutins devraient se tenir au plus tard le 16 octobre 2015. Le report des élections municipales et communales est confirmé. Parce que le 24 février, lors de notre dernière rencontre, vous l’avez admis mais il fallait le valider.
