Parliament fails to convene again over quorum

BEIRUT: A delayed Parliament session failed to convene for the second time due to lack of quorum Tuesday and was postponed until the end of this month, extending the country’s political deadlock.

Boycotting the session were the Free Patriotic Movement, the Future Movement, the Lebanese Forces, the Kataeb party, independent March 14 MPs and caretaker Prime Minister Najib Mikati.

The parliament’s sessions expected to be held over three days were rescheduled to begin on July 29.

With less than two weeks remaining for parliamentary elections set for July 27, the campaign headquarters of nearly 400 registered candidates are still deserted by voters while it was noticed that a notable number of candidates decided against setting up a main center for their campaigns. In this regard, observers said that the unusual lack of voter interest is most likely connected to the fact that this year’s elections are held during the summer and coincide with Ramadan, noting that people are mostly busy with visits that are likely to go on until the tenth day of the holy month.

Parliamentary Speaker Cemil Çiçekannounced last week after meeting with political party leaders that the four-party Constitution Conciliation Commission will continue to work on writing a new Constitution. Prime Minister Recep Tayyip Erdoğan, who had earlier said his ruling party would go ahead with his own proposal if the commission fails to agree, offered to approve the 48 articles all parties have agreed on so far. BEIRUT: Prime Minister-designate Tammam Salam Thursday began a new round of talks with representatives of parliamentary blocs in a bid to achieve a breakthrough in the Cabinet formation, stalled for over three months.

For his part, Speaker Nabih Berri said it would be impossible to form a government in which Hezbollah was not represented.

Salam discussed efforts to form the new government with Future Movement MPs Atef Majdalani, Bassem Shab and Riyad Rahhal at his Mosseitbeh residence.

Ministerial committee to implement 20 points

The cabinet established in its regular meeting last Tuesday a committee to review what has been carried out of the 20 and 11 points, plus preparing a matrix for executive procedures.
The committee consists of Foreign Affairs, Defense and Interior, Finance, Planning, International Cooperation, the Local Administration and Legal Affairs, Civil Service, Human Rights Ministers plus the Minister of State Hassan Ahmed Sharaf al-Din.

ISLAMABAD: The European Union Election Observation Mission (EU EOM) to Pakistan on Wednesday claimed that the Election Commission of Pakistan (ECP) did not fulfil its responsibilities with honesty during the general elections 2013.

Addressing a press conference, EU Election Observation Mission chief Michael Gahler said the EU mission remained in Pakistan from March 3 to June 4 to monitor the elections.

The prosecutor’s office issued arrest warrants on Wednesday for Mohamed Badie, the Supreme Guide of the Muslim Brotherhood, and nine other high-level Islamist leaders, on charges of inciting violence.

The arrest warrants are part of ongoing investigations into the Monday clashes in front of the Republican Guards headquarters that took the lives of at least 51, and wounded over 435 pro-Morsi demonstrators.

A key party quit Morocco's Islamist-led government Tuesday, plunging the country into political uncertainty as countries across the Arab world struggle to reconcile religious and secular forces.

A spokesman for the Istiqlal party said its six Cabinet members in the Moroccan government tendered their resignations, and the party announced it is formally joining the opposition.
