Majoritaires à la deuxième chambre du Parlement, les composantes de l’opposition affutent leurs armes et entendent bien mener la vie dure au gouvernement. En effet, elles sont arrivées, en début de semaine, dans le cadre de la commission de l’Intérieur, des collectivités locales et des régions, à repousser l’examen du projet de loi numéro 131-12 (relatif aux principes de délimitation des ressorts territoriaux des collectivités territoriales). Elles ont ainsi fait entendre leur voix puisque le gouvernement a accepté que l’examen de ce texte soit reporté à leur demande.

3 blocs look to join forces in ‘largest’ House coalition

Three blocs in the 150-seat Lower House were in talks on Thursday to form the largest coalition under the Dome.

The Watan “Homeland” bloc led by veteran deputy Khalil Atiyeh finalised a deal with the Islamic Centrist Party (ICP) bloc led by the party’s secretary general, Mohammad Al Haj, to form a joint coalition of around 54 MPs.

The Election Commission is meeting on Wednesday to work out a mechanism for implementation of clauses in the Constitution relating to qualification and disqualification in order to effectively screen out holders of dual nationality and other ineligible candidates from the electoral process.

The main objective, an ECP official said, was to keep violators of law out of legislatures. The meeting will also consider some ‘necessary’ change in the forms for filing nomination papers.

Libya: UN welcomes decision on formation of constitution-drafting body

The United Nations mission in Libya has welcomed today’s decision by the General National Congress on the formation of the body that will be tasked with drafting the country’s new constitution.

The General National Congress decided to endorse election as the process by which the members of the Constituent Assembly will be chosen. Once formed, the Assembly will draft the constitution – the next phase of the country’s transition toward a modern democratic State, after decades of autocratic rule and the toppling of the regime of Muammar al-Qadhafi in 2011.

Moderate Islamists who claim to have the so-far largest coherent bloc in the new Lower House have approached the Muslim Brotherhood to engage them in the formation of the upcoming government and have received a positive response, a leader from the group said.

Leaders from the Brotherhood said they are open to ideas when talks get serious with officials.

The Sudan Scholar Council (SSC) issued a ruling today stating that those who signed and endorsed the New Dawn charter are now outside the religion of Islam.

The Secretary General of the SSC Mohamed Osman Saleh Al-Amin told Sudan official news agency (SUNA) that the document calls for separating religion and the state which contravenes Islamic principles.

Al-Amin said that anyone who does not hold a favorable view to applying Islamic rule or supports separating religion and the state has committed a taboo.
