Lack of quorum legitimizes Parliament extension

The lengthening of Parliament’s mandate goes into effect next week because the Constitutional Council will be unable to meet for lack of a quorum to act on petitions challenging the extension, a key council member said Wednesday.

He accused Speaker Nabih Berri, Hezbollah chief Sayyed Hasan Nasrallah and Progressive Socialist Party leader Walid Jumblatt of obstructing the council’s work by preventing the quorum needed to decide on petitions challenging the extension of Parliament’s four-year mandate, which expires on June 20.

The Constitutional Council will issue a final decision Wednesday on petitions contesting the extension of Parliament’s term amid controversial reports over whether the body is going to endorse or dismiss challenges put forth. The head of the Constitutional Council Judge Issam Suleiman presented Monday his report on the challenge to the 10-member body, a judicial source told The Daily Star. The half-Muslim, half-Christian council will issue a pronouncement on Suleiman’s report Wednesday.

Jumblatt calls for including Hezbollah in new Cabinet

Hezbollah should be included in Lebanon's next government, Progressive Socialist Party leader MP Walid Jumblatt said in remarks published Saturday, as politicians look for ways to reboot the Cabinet formation process and tensions over the Syrian conflict simmer.

“I believe in the principle of Hezbollah's participation in the government, whether directly or indirectly, since it is not possible to isolate anyone or abolish anyone,” Jumblatt told the daily As-Safir.

The Gulf Cooperation Council yesterday unanimously declared Lebanon-based Hezbollah a terrorist organization and said it would take measures against the group’s interest in the Gulf countries.
“All GCC countries are convinced that Hezbollah is a terrorist organization,” Bahrain’s Foreign Minister Ghanim bin Fadl Al-Buainain told reporters following a meeting of GCC foreign ministers in Jeddah.

March 14 proposes nonpartisan Cabinet

BEIRUT: The March 14 coalition is proposing the formation of a nonpartisan government that would exclude all major political parties in a bid to break the two-month-long Cabinet deadlock, former Prime Minister Fouad Siniora said Sunday.

The proposal comes as Prime Minister-designate Tammam Salam prepares to resume consultations this week on the formation of a new Cabinet amid signs that his efforts still face major hurdles, while the rival factions remain divided over the shape, makeup and role of the next government.

Mikati urges return to National Dialogue

Caretaker Prime Minister Najib Mikati announced his intention Wednesday to revive the dormant National Dialogue after the country saw a rise in Syria-linked violence in the past week.

“I urge President Michel Sleiman, the symbol of the country’s unity, to call for dialogue where every party will attend without preconditions and will be willing to make concessions for the sake of the homeland,” Mikati said in a nationally televised speech from the Grand Serail in Beirut.

Speaker Nabih Berri convened a general session of the legislature for May 31, during which lawmakers will discuss whether to extend the mandate of the assembly.

Parliament’s extension is the sole item on the agenda for the Friday session, which will begin at 3 p.m.

Political sources told The Daily Star Tuesday that the rival March 8 and March 14 camps are close to a deal on extending Parliament’s mandate after MPs failed following months of talks to agree on a new electoral law to govern the 2013 parliamentary elections.

As the Interior Ministry witnessed Friday a deluge of candidates to register for the elections, the extension of Parliament’s mandate gained momentum amid the deteriorating security situation in Tripoli.

Ministry sources said 241 candidates filed applications to run, bringing to 403 the number of those who have registered for the June polls on the basis of the controversial 1960 vote law.

Caretaker Minister of State Nicolas Fattoush presented Parliament with a draft law Wednesday to extend the legislature’s term, as rival parties negotiated the duration of the extension.

Fattoush requested that Parliament’s term be extended for two years, until June 20, 2015. According to Zahle MP Fattoush’s proposal, the extension of Parliament’s mandate is justified in order to avoid a political vacuum in the country, given that a caretaker government is currently managing state affairs.

Parliament Speaker Nabih Berri will call for a Parliament session in the next few days to extend the legislative body’s term after parliamentary subcommittee meetings to devise a new electoral law for next month’s elections reached a dead end, political sources told The Daily Star.

While some politicians said that polls should be held next month and warned against an extension of Parliament’s term, which expires June 20, others said the decision to extend was now a fait accompli.

Caretaker Interior Minister Marwan Charbel announced the Interior Ministry will resume election registration on Monday, but he said the polls could not be held on the schedule under the current 1960 law.

“Tomorrow on Monday I will allow hopefuls to submit their candidacies again until Saturday and I will ask the government to convene to make the needed allocations for elections and form an election supervisory committee,” Charbel said in remarks published by a local media outlet Sunday.

Members of the parliamentary subcommittee tasked with studying law proposals resumed their work Thursday with MPs voicing mixed views on whether consensus can emerge over a hybrid voting system for the upcoming elections.

During the committee meeting, Speaker Nabih Berri also handed lawmakers a new proposal that would see half of Parliament elected on the basis of the Orthodox Gathering format and the other under a winner-takes-all system with Lebanon divided into 26 districts.

Speaker Nabih Berri revived the subcommittee tasked with studying a new electoral law and headed its first meeting Wednesday after a Parliament session failed to secure quorum to vote on the controversial Orthodox Gathering proposal.

The legislative session was postponed until May 17 to allow members of the committee to resume talks, particularly on a hybrid electoral law which is backed by some March 14 parties and also won Wednesday the support of MP Walid Jumblatt’s parliamentary bloc.

Salam says not rushing Cabinet formation but opposes delays

Prime Minister-designate Tammam Salam said after talks with Speaker Nabih Berri Monday that he was not rushing to form the next Cabinet but at the same time was against delays in the formation process.

“I have said it right from the start that I am not in a hurry to form the Cabinet but I also do not like delays,” Salam told reporters at Berri’s Ain al-Tineh residence after the talks with the speaker.

Speaker Nabih Berri Wednesday scheduled four consecutive legislative sessions for next week to study a new electoral law with the Orthodox Gathering topping the legislature’s agenda.

Meanwhile, the Future Movement reiterated its opposition to the Orthodox proposal.

Lawmakers who visited Berri quoted the speaker as saying the consecutive sessions would begin on May 15 in order to discuss and approve a new electoral law.

BEIRUT: Maronite Bishop Bulos Matar informed Speaker Nabih Berri Friday of Bkirki's opposition to postponing the elections which would extend Parliament's term.

After talks with Speaker Nabih Berri in Ain el-Tineh, Matar, delegated by Cardinal Beshara Rai, said: “Discussion centered on the necessity to hold elections on time because that is in the highest interest of the nation and it is impossible to do away with such an interest.”
