Eight hundred delegates met in Afgoye on Sunday (March 9th) and approved a draft constitution for a new federal state for Lower and Middle Shabelle called the Shabelle State of Somalia, Somalia's Radio Dalsan reported.

Seven hundred and seventy three of the assembly members voted in favour of the constitution, while 27 voted against it.

The vote occurred despite two competing efforts in Badoia to form two regional states on overlapping territories.

The Afgoye group intends to pursue dialogue and compromise with those participating in the Baidoa conferences.

Assembly members agreed they would soon elect a president and vice president, and appoint members of parliament for the new state.
