The Chairman of the High National Elections Commission (HNEC) Emad Al-Sayeh met in Tobruk with the Speaker of the House of Representatives (HoR) Aqilah Saleh and discussed the preparations of the constitution referendum.
The international conference on Libya held by Italy in its Sicilian city of Palermo came to an end yesterday without any major breakthrough.

Libya’s House of Representatives (HoR), Libya’s internationally recognized parliament, failed to muster a quorum for yesterday’s session, which it needed in order to vote-in the constitutional amendment needed to legalise its referendum bill. The referendum bill was agreed in principle at the HoR’s last session before the Eid holidays – subject to a constitutional amendment being passed.
Within the HoR there exists deep opposition to both elections and the proposed constitution.

TRIPOLI, April 10 (Xinhua) -- Libya's Higher Commission of Election on Monday revealed that more than 53 percent of eligible voters have registered for the upcoming elections.
"When the voter registration inside and outside the country closed, the number of Libyan voters registered was 2.43 million, which is 53.26 percent of the eligible voters," the commission said in a statement.
The registration, which ended in late March, has lasted nearly four months.
