Palermo Libya conference makes no major breakthrough, postpones elections, reaffirms LPA and Action Plan

The international conference on Libya held by Italy in its Sicilian city of Palermo came to an end yesterday without any major breakthrough.

The concluding two-and-a-half page statement was overwhelmingly a re-statement of the contents of the long-established UNSMIL and Paris conference principles.

However, Palermo put a final end to the Paris conference’s December 2018 election hopes.

It stressed that only political rather than a military solution is viable in Libya, while reaffirming the LPA framework and UNSMIL Action Plan.

HoR fails again to vote on referendum law

Libya’s House of Representatives (HoR), Libya’s internationally recognized parliament, failed to muster a quorum for yesterday’s session, which it needed in order to vote-in the constitutional amendment needed to legalise its referendum bill. The referendum bill was agreed in principle at the HoR’s last session before the Eid holidays – subject to a constitutional amendment being passed.

 

Without strong political will, Libya’s elections uncertain.

Yesterday, President Emmanuel Macron managed to break the Libyan iceberg in Paris. He convened all four parties to the Libyan conflict, along with the heavyweight presence of presidents and high delegations from a number of state. The meeting resulted in the parties agreeing to a joint statement. This statement symbolizes a new roadmap for Libya: a shortcut to elect legitimate institutions for a probably new transitional period that would lead to the adoption of a Libyan constitution and stability for the country.

HSC ready to meet HoR in Tobruk

The High State Council (HSC), under its new leader Khaled Mishri, has issued a reconciliatory statement to the House of Representatives (HoR) offering to meet in Tobruk in order to break Libya’s current political stalemate.

Referring to last week’s meeting in the Moroccan capital Rabat with HoR head Ageela Saleh, the HSC 7-point statement (dated 30 April but released yesterday), welcomed any direct meeting with HoR.

HoR head Saleh accepts HSC head Mishri’s invitation to meet

Ageela Saleh, head of the Tobruk-based House of Representatives (HoR), has welcomed the invitation of the newly appointed head of the Tripoli-based High State Council (HSC), Khaled Mishri, to meet for reconciliation talks in the coming days. The revelation was made by the official spokesperson of the HoR, Abdalla Belheeq, on Wednesday.

Belheeq added that Saleh accepted this invitation in the interest of ending the suffocating political crisis that the country is going through, which is reflected in the worsening of the situation in the country.

Over 53 pct Libyan eligible voters registered for upcoming elections

TRIPOLI, April 10 (Xinhua) -- Libya's Higher Commission of Election on Monday revealed that more than 53 percent of eligible voters have registered for the upcoming elections.

"When the voter registration inside and outside the country closed, the number of Libyan voters registered was 2.43 million, which is 53.26 percent of the eligible voters," the commission said in a statement.

The registration, which ended in late March, has lasted nearly four months.
