Friday’s attack came as Trump announced he was declaring a national emergency to push through $7 billion worth of U.S. weapons sales to Saudi Arabia and the United Arab Emirates. The declaration allows Trump to circumvent Congress, which has used the War Powers Resolution to oppose military support for the war in Yemen.
